Abstract
The Government must recognise the difference between scientific advice and engineering advice and ensure that policy is appropriately informed by engineering advice at all stages of development and delivery. Currently, the Government does not articulate a clear view of the role of engineering in society or in policy making. Certain key government departments should have Chief Engineering Advisers, rather than or as well as Chief Scientific Advisers, to reflect the increased importance of engineering to those departments. Engineering advice should be sought early in the policy development process even if the engineering aspect of a problem is not obvious to policy makers. All large scale projects should be carried out with the advice of engineers. Open and formal processes for inviting engineering advice at the onset of policy consideration should be established.
